Registration has opened for the online course on the fundamentals of defence procurement

With the support of Ukraine's Ministry of Defence, a practical course on the fundamentals of defence procurement has been launched on the Prometheus online platform. 

The program is intended for authorised procurement officers in military units. It was developed by the teams of the Defence Acquisition Reform Project and the Office for Support of Changes at the Ministry of Defence of Ukraine.

“This course will enhance the professionalism of military procurement officers. This will enable a swift response to the urgent needs of our defenders. “It will also benefit military lawyers, financial officers, auditors, and others,” said Dmytro Klimenkov, Deputy Minister of Defense of Ukraine.

The course will guide establishing a procurement process in a military unit from the ground up, covering all stages from planning to contract execution. In particular, it covers how to analyse the supplier market, formulate technical requirements, select a procurement method, prepare tender documents, carry out necessary procedures, draft, review, approve contracts, monitor their execution, and more.

The course includes over 6 hours of video lectures and practical case studies for solving real-world professional challenges. Participants will also receive comprehensive notes and presentations, document templates, as well as the opportunity to join a forum for sharing experiences with colleagues and instructors.

The training begins on January 15, 2025, and registration is now open.

This educational initiative was established within the framework of implementing the Ministry of Defence's new strategies for centralised and decentralised defence procurement. It was created with the support of the NGO 'Foundation for Support of Reforms in Ukraine' under the program backed by the UK Special Adviser on Defence, funded by the UK government.

Earlier, Ukrainian Minister of Defence Rustem Umerov approved the introduction of a new official position for authorised procurement officers responsible for procuring goods, works, and services within military units of the Armed Forces of Ukraine at the brigade level.
