The acquisition of electricity for the Armed Forces of Ukraine and the State Special Transport Service is now governed by a new, clear and transparent procedure.

The amendments related to this subject are outlined in the MoD’s Order No. 651, devised jointly with the Ministry of Economy. The document is available here.

The new procedures provide for open tenders through the electronic procurement system.

Bidders must provide documentation that validates their expertise and track record in electricity supply.

Furthermore, bidders must furnish bank guarantees for bids and contract fulfillment to ensure suppliers' trustworthiness.

Russian, Belarusian, and Iranian citizens' businesses are prohibited from taking part in tenders.
