Over 33,000 service members underwent rehabilitation at Ministry of Defence medical facilities in 2025

In 2025, healthcare facilities within the Ministry of Defence of Ukraine system provided rehabilitation care to more than 33,000 service members. In particular, 10,100 received care during the acute rehabilitation period, and 23,000 during the post-acute and long-term rehabilitation phases.

According to the Comprehensive Report of the Ministry of Defence of Ukraine on the Implementation of the National Strategy for Creating a Barrier-Free Environment in Ukraine through 2030, specialists from the Medical Forces Command of the Armed Forces of Ukraine conducted seven monitoring visits to rehabilitation facilities within the Ministry of Defence system in 2025. The findings confirmed that care is delivered in accordance with applicable legislation and that short- and long-term SMART goals are set for each patient. To ensure systematic oversight of the implementation of individual rehabilitation plans, multidisciplinary rehabilitation teams hold regular meetings. These teams assess interim rehabilitation outcomes and adjust goals in response to the patient’s functional status dynamics. When necessary, the service member’s family members, close contacts, and other relevant parties are involved in the discussion process.

Rehabilitation care for service members during the acute rehabilitation phase is provided in rehabilitation rooms that are integrated into the staffing structures of military hospitals. Post-acute and long-term rehabilitation is delivered across a network that includes the Military Medical Clinical Treatment and Rehabilitation Center, rehabilitation departments within five military medical clinical centers, six rehabilitation hospitals, and four military units. This approach ensures seamless continuity throughout the patient’s rehabilitation pathway.
