The Cabinet of Ministers of Ukraine has appointed Oleksandr Balanutsa as Deputy Minister of Defence for European Integration upon the recommendation of Minister of Defence of Ukraine Rustem Umerov.

Born in Kropyvnytskyi, Oleksandr Balanutsa holds a Master's degree in International Law and a Doctorate in Economics.

He worked at the Ministry of Finance of Ukraine, the State Committee for Financial Monitoring and the National University of the State Tax Service in international cooperation area.

From 2019 to April 2024, he served as Ambassador Extraordinary and Plenipotentiary of Ukraine to the State of Kuwait.
