Mykhailo Fedorov discussed strengthening air defence and expanding cooperation under PURL initiative with Norway’s Defence Minister

Ukraine’s Minister of Defence, Mykhailo Fedorov, held a conversation with Norway’s Minister of Defence, Tore Sandvik.

The Minister of Defence of Ukraine thanked his Norwegian counterpart for the decision to provide USD 7 billion in security assistance to Ukraine in 2026 and for Norway’s largest contribution among partner countries to strengthening air defence through the PURL project in 2025.

“Thanks to this support, Ukraine has already received missiles that are being used to repel russian attacks. I also expressed my gratitude for the transfer last week of critically important missiles for air defence systems from Norway’s own stocks to protect our energy infrastructure from cruise missiles,” said Mykhailo Fedorov.

The parties discussed further cooperation within the PURL initiative and the development of NASAMS air defence capabilities in 2026, including the integration of new missiles into NASAMS as a universal platform. Mykhailo Fedorov also thanked Norway for co-financing the transfer of Patriot systems from Germany and invited Norway to support the further development of Ukraine’s Patriot programme.

The Defence Minister emphasised that Ukraine is already establishing mutually beneficial partnerships.

“Thanks to the DELTA innovation ecosystem, we receive unique battlefield data that we are ready to share with our allies. We record every enemy engagement and its parameters, including the target, location, and UAV type. For each confirmed target, military units receive points that can be exchanged for the assets they need. We have also created the Brave1 Market — an innovative platform often compared to an ‘Amazon-style marketplace for war’ — which enables direct procurement from manufacturers without intermediaries and ensures rapid delivery to the battlefield,” he said.

Mykhailo Fedorov proposed that Norway join a large-scale project to support Ukrainian frontline units with various types of drones. In turn, Ukraine would be able to grant access to DELTA data and assist Norway in strengthening its defence through experience in modern warfare.

“We also discussed artillery requirements. I emphasised the importance of supporting the “Czech initiative” and the supply of long-range munitions. I am grateful to the people and the Government of Norway for their strong, systematic, and consistent support for Ukraine,” the Minister of Defence of Ukraine concluded.
