More weapons, lower interest rates: defense industry has already received over UAH 6.6 billion in preferential loans

Defense industry enterprises have received 108 preferential loans totaling UAH 6.665 billion under a state program implemented by the Ministry of Defence of Ukraine to support domestic defense manufacturers. A further 81 applications totaling UAH 6.320 billion are currently under review.

The funds are directed toward the full production cycle, from development and manufacturing to the repair and modernization of equipment, ammunition, and their components.

According to Anna Gvozdiar, Adviser to the Minister of Defence of Ukraine, preferential loans have become an instrument for the rapid expansion of defense production. “We are creating conditions that enable Ukrainian manufacturers to plan their development and invest in modernization without critical financial strain,” she emphasized.

The bank’s base rate is capped at 23% annually. The state covers the difference between the market and preferential rates, so enterprises effectively pay just 5% annually.

In addition, enterprises may access state guarantees in accordance with government decisions.

The program is open to defense industry enterprises designated as critically important to the economy during the special period.

Financing is provided under a program introduced in 2024 to scale up the production of weapons and military equipment and to modernize production capacities.
