MoD transitions to a modern quality assurance model
The Ministry of Defence of Ukraine has completed the transformation of the quality assurance system for defense-related products. The principle of total quality control is being replaced by a modern partnership model with manufacturers, based on NATO and EU standards.
The revamped quality assurance system incorporates a comprehensive approach, which includes the following components:
- Quality management at every production stage;
- Assessment of capabilities;
- Audits and certification;
- Defect prevention;
- Integration into international quality assurance systems and mutual recognition with NATO and partners.
The new system is built on ISO and NATO AQAP standards, risk management principles, and trust in manufacturers. A key distinction is the legally established personal responsibility of manufacturers for product quality. This initiative aims to motivate enterprises to implement modern quality management systems and consistently refine their production processes.
The national quality assurance system is now in place, comprising a dedicated unit within the Ministry of Defence of Ukraine and its regional branches, a regulatory and legal framework, an information and communication infrastructure, and mechanisms for mutual recognition with NATO states and partners.
Through the regional branches, the Ministry of Defence of Ukraine conducts audits of enterprises’ quality management systems, monitors production processes, and inspects specific stages of production. Within these regional branches, departments for quality assurance of the serial output, repair, development, and modernization have been established, which will directly oversee the implementation of state contracts and individual projects. The designated units are responsible for ensuring the quality of high-tech, high-value weapons and military equipment.
