MoD’s DOT procured 500,000 individual heating systems for service members
In August 2025, the State Operator for Non-Lethal Acquisition (DOT) of the Ministry of Defence of Ukraine procured 200,000 individual heating systems for service members via the Prozorro electronic procurement system. These consist of insole inserts with electric heating elements designed to keep feet warm.
The procured individual heating systems comply with the technical specification developed and approved by the Main Directorate for the Development of Logistics Support in 2025.
Each kit includes a pair of insoles, a connector with a fixing system, a cable, an on/off switch, and a USB Type-A plug. The insoles connect to a power bank and are designed to provide at least six hours of heat output.
Key specifications:
- Surface temperature in normal operating mode: at least 40 °C;
- Insole thickness: 7.5–9.7 mm;
- Cable length: 2.35–2.6 m.
In addition, in October 2025, the MoD’s DOT procured 300,000 chemical heating pads — another type of individual heating system — under an updated technical specification.
These systems are designed to maintain warmth for service members in low-temperature environments, delivering heat to the hands, feet, and body, and must be made of natural materials.
Each kit includes:
- Two body warmers;
- Two hand warmers;
- Two foot warmers (half-insoles).
In normal operation, the surface temperature of the heating pads reaches at least 40°C and provides heat for a minimum of six hours. The packaging is moisture-resistant and mold-resistant, preventing unpleasant odors or material degradation.
The updated specification also clarifies the dimensions for each type of heating pad: body – at least 12 × 9 cm; hands – 10 (± 1.0) × 6 (± 1.5) cm; feet – 9.5 (± 1.0) × 7 (± 1.0) cm.
The Ministry of Defence continues systematic efforts to equip service members with modern individual heating systems. This provides personnel with effective means to stay warm and comfortable in challenging climatic and combat conditions. In particular, the Main Directorate for the Development of Logistics Support actively develops and refines technical specifications, materials, and models of uniforms and gear to ensure maximum comfort and reliability for service members during combat missions.
