MoD’s DOT is the first in the defense sector to obtain ISO certification in anti-corruption management

Auditors from the Canadian company MSECB have officially confirmed that the State Operator for Non-Lethal Acquisition (DOT), the procurement agency of the Ministry of Defence of Ukraine, operates an effective anti-corruption management system compliant with international standards.  

The ISO 37001:2016 certificate, issued following the audit, is the first document of its kind in Ukraine’s defense and security sector.

DOT is now officially listed in the global register of ISO-certified organizations, which tracks the implementation of standards worldwide. Only eight organizations in Ukraine are currently certified under ISO 37001:2016.

The auditors evaluated the effectiveness, efficiency, and suitability of the anti-corruption infrastructure and compliance safeguards. Specifically, the assessment included the following areas:

  • procedures for due diligence on business partners;
  • conflict-of-interest management;
  • integrity screening of candidates and employees;
  • evaluation and mitigation of corruption risks;
  • whistleblowing and anti-corruption reporting policy;
  • internal audit and periodic management evaluation of system effectiveness.

Obtaining the ISO 37001:2016 certificate is a prerequisite for cooperation with foreign counterparties that require confirmation of an effective compliance system before commencing a partnership.

For Ukraine, this certificate plays another vital role – it strengthens the trust of international partners in the area of military and technical assistance, paving the way for expanding cooperation in the field of non-lethal supplies.
