MoD’s Defence Procurement Agency has announced first FPV drone tenders based on technical specifications worth over UAH 3.3 billion
The Ministry of Defence’s Defence Procurement Agency (DPA) has launched its first procurement of FPV drones under framework agreements. The total expected value of the two tenders amounts to over UAH 3.3 billion. The relevant procurements have been published on the Prozorro platform:
- 11 lots worth UAH 2,057,875,582
- 8 lots worth UAH 1,316,050,650
“FPV drones are one of the key tools of modern warfare. They enable the destruction of enemy equipment and manpower with minimal risk to our troops, effectively meeting tactical-level needs and responding quickly to the dynamic situation on the frontline. To ensure our military has everything it needs, we are building a procurement system based on clear principles: transparency of procedures, equal access for all manufacturers, and compliance with quality requirements,” stated Colonel Oleksandr Osadchyi, Head of the Ministry of Defence’s Procurement Department.
Since this is the first time that procurement is being carried out based on tactical and technical specifications (TTS), the process has engaged a broad pool of manufacturers – 19 suppliers have already qualified under the framework agreements.
“For the first time, the Defence Procurement Agency is procuring FPV drones not by model names, but according to tactical and technical specifications. This is a fundamentally new approach that opens the market to a wider range of manufacturers and enables the military to receive the necessary equipment while maintaining competition and transparency. The framework agreement mechanism allows us to conduct procurement faster among pre-qualified suppliers,” commented Arsen Zhumadilov, Director of the Defence Procurement Agency.
What is a framework agreement?
A framework agreement is a public procurement procedure that involves the pre-selection of suppliers. First, companies are qualified according to basic criteria. The Agency then conducts specific tenders among the qualified suppliers with clearly defined product requirements.
The procurement of FPV drones will take place via the closed module of the Prozorro system. This guarantees the protection of sensitive information about suppliers. Proposals can be submitted either directly or through an official representative.
