MoD held briefing webinar on procurement of used pickup trucks for military units

The Procurement Department of the Ministry of Defence of Ukraine conducted a webinar for authorized military procurement personnel. The event focused on the practical aspects of procuring used pickup trucks, all-terrain vehicles (including quad bikes and buggy-type models), and motorcycles under a simplified procedure. The webinar was attended by nearly 600 participants.

During the event, participants were informed that military units have recently been authorized to procure used pickup trucks, all-terrain vehicles, and motorcycles without open tendering, provided there is a confirmed need and the value of the vehicles is determined by an expert assessment. This approach enables faster provision of essential mobility assets to the Armed Forces of Ukraine while ensuring compliance with transparency standards.

Participants were also presented with a detailed, step-by-step procedure for procuring used vehicles. Webinar speakers explained the requirements for confirming authorized requirements under the Table of Organization and Equipment, compiling procurement lists and quantities, conducting vehicle evaluations, and preparing the necessary documentation for contract conclusion. These clarifications aim to ensure that authorized personnel can correctly and transparently apply the new procurement rules in practice.

In addition, participants received practical guidance on verifying counterparties, drafting contracts, obtaining clearance from financial and legal services, and completing acceptance-transfer documentation, including the registration of vehicles in military unit inventories.

“Pickup trucks are critical for accomplishing frontline missions. Simplifying and increasing the transparency of procurement procedures not only enables the faster and more efficient delivery of these vehicles to military units, but also ensures the more effective and responsible use of budgetary resources,” said Colonel Oleksandr Osadchyi, Acting Director of the Procurement Department of the Ministry of Defence. 

As a reminder, in August the Cabinet of Ministers of Ukraine, in line with the President’s directive and upon submission by the Ministry of Defence, adopted decisions simplifying the procurement procedures for pickup trucks and other used vehicles for military units. These changes cut bureaucracy and strengthen national defense capability.
