Ministry of Defence strengthens Ukrainian Army resource planning and programming

The Ukrainian Ministry of Defence’s Defence Management Transformation Project leaders reviewed the project implementation results at their wrap-up session.

They expressed gratitude to the foreign advisers of the Ministry of Defence, including representatives of the United States, Canada, United Kingdom, and Lithuania, for their assistance in implementing the project.

The First Deputy Minister of Defence of Ukraine, Ivan Havryliuk, noted that the war requires rapid adaptation to attract the necessary resources, which demands high-quality planning.

“We work to prevent the enemy from using its resource advantage. For that purpose, we are switching to our long-term resource forecasting and planning,” said Lieutenant General Ivan Havryliuk.

To win, we need to clearly understand what resources we have and how to use them most effectively,” he added.

In particular, it is a question of successfully integrating a large number of weapons and military equipment models received from foreign partners into the Armed Forces of Ukraine system. This is also about the need to establish an automated accounting of armament.

Deputy Minister of Defence of Ukraine Stanislav Haider noted that “a well-established process of planning, programming, budgeting, and execution will allow for the implementation of partnership agreements and achieve interoperability with NATO.”

Among others, Stanislav Haider listed the project's results:

  • The architecture of the defence programs on the capabilities of the individual branches of armed service has been developed.
  • Updated the planning, programming, budgeting, and execution system model and project management structure
  • Developed the model of the defence management system and the roadmap for its implementation

The project is expected to facilitate the transition to approaches that have already been implemented in partner countries and have proven their effectiveness, as well as to increase the efficiency of planning and implementation of strategic goals and decisions of the Ukrainian leadership.
