Ministry of Defence to meet IT community and weapons manufacturers in Lviv at IT Arena

On September 28, the Ministry of Defence of Ukraine will host an open meeting with weapons manufacturers and IT industry representatives in Lviv, as part of IT Arena, the country’s largest technology conference.

Topic of the meeting: “DOT-Chain and the Weapons Manufacturers Registry: Direct Procurement from Manufacturers and Transparent Access to the Defence Procurement Market.”

The meeting will focus on how digital tools such as DOT-Chain Defence and the Weapons Manufacturers Registry are changing the rules of the game:

  • Open direct access for manufacturers to government contracts;
  • Mitigate corruption risks;
  • Build a competitive and transparent defense procurement market;
  • Ensure a new level of interaction between the state and manufacturers.

Meeting speakers:

  • Artem Romaniukov — Major of the Armed Forces of Ukraine, Director of the Digital Transformation Directorate at the Ministry of Defence of Ukraine;
  • Alona Zhuzha — Director of the Digitalization Department at the Defence Procurement Agency (DPA)
  • Svitlana Myrylenko — Product Manager for DOT-Chain at the State Operator for Non-Lethal Acquisition (DOT);
  • Volodymyr Khalaburskyi — Head of the Product Management at the Defense Procurement Agency (DPA).

“The resilience of Ukraine’s defense is defined not only by modern weapons, but also by transparent mechanisms of their procurement and supply. At the IT Arena meeting, we will demonstrate how DOT-Chain and the Weapons Manufacturers Registry transform complex bureaucratic procedures into digital and open processes that strengthen both the military and the economy,” said Artem Romaniukov, Director of the Digital Transformation Directorate at the Ministry of Defence of Ukraine.

IT Arena is a global technology event held annually in Lviv on the last weekend of September. This year, the event brought together more than 6,000 participants from over 40 countries.

To recap, earlier this year, the State Operator for Non-Lethal Acquisition (DOT) launched DOT-Chain Defence, a weapons marketplace that enables brigades to independently order drones and other weapons. This mitigates corruption risks and shortens the supply process from several months to just a few days.
