Ministry of Defence expands training of civil servants on mobilization issues: first group completes the course

The Ministry of Defence of Ukraine continues to improve mobilization processes systematically. In January 2026, specialized advanced training courses for representatives of executive government bodies were launched at one of Ukraine’s leading military higher education institutions. The project, initiated by the Ministry of Defence, aims to synchronize the efforts of the state and the military in mobilization readiness.

The first group of specialists has already successfully completed the training. The participants included deputy heads of regional and district military administrations, as well as heads of relevant structural units. As these officials are responsible for mobilization tasks at the local level, enhancing their professional expertise is essential to the effectiveness of the system as a whole.

Throughout 2026, the following are planned:

  • Four training waves;
  • Training of 60 specialists from government institutions.

The training curriculum was developed at the request of the Ministry of Defence’s Mobilization Department. The training disciplines delivered as part of the courses focus on deepening knowledge of the organization and execution of mobilization activities, as well as on acquiring new and refining previously acquired knowledge and skills.

As a reminder, in 2025, the Ministry of Defence initiated advanced training courses on mobilization preparedness and mobilization for specialists of executive authorities. The shift from ad hoc briefings to a full-fledged advanced training system establishes a unified professional standard for mobilization preparedness across all levels of state authorities.
