Ministry of Defence established Donor Council for Institutional Reforms

To create a “common window” for effective and transparent communication with partner countries supporting transformation processes, the Ministry of Defence of Ukraine has established the Donor Council for Institutional Reforms.

“The Donor Council will help us facilitate communication with partners through regular updated on the reforms progress, and will become a transparent mechanism for requesting donor support for the Ministry’s reform projects,” said Deputy Minister of Defence of Ukraine Stanislav Haider.

The following types of assistance will be used at the Donor Council’s work: expert assistance, material and technical assistance, preparation of expert proposals, opinions, analytical materials on the state’s defence policy, as well as consultations on interoperability with NATO.

The Council’s activity will not involve the mechanism for international military aid, which operates within the framework of the Ukraine Defense Contact Group or other platforms.

During the first meeting of the Council, the Ministry of Defence of Ukraine presented the progress of transformational processes in the Ministry and informed about planned steps in areas that will require partner’s support.

The Donor Council includes representatives of over 20 countries and organisations, including defence attachés, diplomatic representatives of partner countries and also international defence organizations operating in Ukraine.
