Military support and interoperability: Ukraine and NATO deepen cooperation through JATEC

The Ministry of Defence of Ukraine and NATO Allied Command Transformation have signed a Technical Arrangement on Ukrainian personnel at the NATO–Ukraine Joint Analysis, Training and Education Centre (JATEC). The document was signed during a meeting of JATEC’s Senior Advisory Board.

“The Technical Arrangement provides for the possibility of sending Ukrainian service members to JATEC. It is a legal instrument to strengthen JATEC’s expertise, including the identification and implementation of joint solutions to counter current security challenges,” stated First Deputy Minister of Defence of Ukraine, Sergiy Boyev, during the signing of the Technical Arrangement.

He also emphasised that the arrangement is a step towards practical interoperability between Ukrainian officers and those of partner nations, which is an important element of readiness to to carry out joint tasks.”

The signed Technical Arrangement provides the legal basis not only for the sending of Ukrainian military personnel, but also for granting them equal status with NATO service members.

 This includes personnel management, comprehensive support for military personnel, and the implementation of all procedures in accordance with NATO policies and standards. Such an approach is expected to ensure effective cooperation between Ukrainian and NATO specialists working together at JATEC. 

The signing of the Technical Arrangement is a step towards the implementation of the decision adopted in 2024 by the North Atlantic Council to operationalise JATEC, which opened in February 2025.
