In 2025, the Ministry of Defence reinstated the rights of over 2,700 service members and their families
In 2025, the Main Department for the Protection of Service Members’ Rights (MDPSMR) processed over 7,600 appeals and inquiries submitted by Ukrainian service members and their families. Compared with 2024, when 2,340 appeals were received, the number of submissions increased by more than threefold. This trend indicates growing trust in the institution and an increased capacity to respond effectively to the issues faced by the military community.
The Department’s effectiveness was measured not by the volume of processed documents, but by the tangible resolution of issues. During the year, specialists successfully reinstated the rights of 2,734 service members and their family members. This is nearly three times as much as in the previous year.
An analysis shows that more than 40% of all submissions concerned five key issues, namely:
- actions by officials of Territorial Recruitment and Social Support Centers (enlistment offices) (12%);
- issues related to the payment of service remuneration and additional remuneration (11%);
- payments to families of service members held in captivity or reported missing in action (7%);
- search for service members listed as missing in action (6%);
- issues related to change of duty station for service members (5%).
As a result of the review of the appeals, 166 recommendations were submitted for the conduct of internal investigations, and materials concerning 46 cases with indications of criminal offenses were forwarded to law enforcement authorities.
To protect service members’ rights and verify complaints, MDPSMR specialists conducted 44 on-site inspections at military units, enlistment offices, and medical facilities.
The primary causes of violations remain the human factor, gaps in legislation, and insufficient awareness. To address these issues systematically, officers of the MDPSMR developed amendments to nine regulatory legal acts throughout the year. A significant outcome of the year was the Verkhovna Rada’s adoption of the Law of Ukraine “On the Military Ombudsman,” jointly developed with the Office of the President of Ukraine, introducing additional mechanisms to protect service members’ rights.
