Improving clothing and gear supplies for Armed Forces of Ukraine: MoD and Federation of Employers of Ukraine signed Memorandum of Cooperation

Ensuring high-quality material support for the Armed Forces of Ukraine is one of the Ministry of Defence’s priority tasks. A key factor in advancing this area is strengthening partnerships between the state and domestic manufacturers.
As part of this effort, the Central Directorate for Logistics Support Development (CDLSD) and the Federation of Employers of Ukraine (FEU) signed a Memorandum of Understanding and Cooperation. The meeting regarding the initiative was attended by Lieutenant Colonel Maksym Kaiola, Head of CDLSD, and Director General Ruslan Illichov of the FEU, as well as representatives from leading manufacturers of military clothing and gear for service members.
“The Ministry of Defence focuses on supporting domestic manufacturers, as they ensure employment for many Ukrainians. In particular, companies within the Federation of Employers collectively employ over 12,000 people. Respecting business is essential, as it underpins a sustainable economy and the strength of the army. Such meetings provide an opportunity to strengthen cooperation between the state and the business sector. The focus is on entrepreneurial freedom and the ability to plan according to the needs and capacities of the state,” noted Lieutenant Colonel Maksym Kaiola.
The parties have agreed on key strategic areas for cooperation, which include:
- Involving reputable Ukrainian enterprises in fulfilling defense contracts;
- Refining technical specifications for products;
- Implementing innovative solutions in clothing and gear supplies;
- Implementing a transparent and understandable process for interaction through the MoD Partner digital portal.
Special attention was given to product quality, contractor integrity, and the standardization of technical requirements. This includes protective clothing, camouflage fabrics, and cutting-edge gear.
“Employees of Ukrainian enterprises, particularly in the light industry sector, work daily under extreme conditions, fulfilling crucial government contracts for the army,” emphasized Ruslan Illichov, Director General of the Federation of Employers of Ukraine.
The meeting participants also highlighted the importance of timely planning for 2026, including early contract signings with international suppliers and preparation of production cycles from autumn 2025.
The Central Directorate for Logistics Support Development places special emphasis on maintaining an open dialogue with the business community, considering their proposals and constructive criticism, and promoting equal conditions for all market participants, with zero tolerance for corruption.
Following the meeting, the Federation of Employers of Ukraine will initiate an official submission to the Ministry of Defence, including recommendations to strengthen oversight, enhance procurement procedures, and broaden cooperation in support of the Armed Forces of Ukraine.
