Any potential supplier to State Operator For Non-Lethal Acquisition (DOT), the acquisition agency of the MoD, must possess a certificate of compliance verifying that a sample of their product meets the regulatory and technical standards set by the Ministry of Defence. 

To obtain a certificate, follow these steps:

1. Visit the online portal at https://partner.mod.gov.uato submit your application for preliminary document verification to the Main Directorate of Logistics Support Development.

2. Once the documents are verified, send your submission to 55/2 Beresteysky Avenue, Kyiv, Ukraine.

• Include a sample of the gear and clothing property item, original laboratory test reports, certified copies of the state sanitary and epidemiological examination conclusion, and

• A letter of guarantee confirming the technical and quality characteristics of the item (a template of this letter is available by the link in the “Useful information” on the MoD Partner portal).

3. Samples and paperwork are welcome for submission from Monday through Friday between the hours of 09:00 to 18:00.

4. If the DOT announces a procurement procedure for the gear and clothing item specified in your application, your sample and documents will be reviewed within five business days of submitting the original documents.

5. The conclusions are documented in a written act, provided to the applicant for signature, and sent off to DOT.
