Government Simplifies Military Transfer Process via Army+ App

Ukrainian service members can now submit electronic transfer requests between military units using the Army+ mobile application. The Cabinet of Ministers of Ukraine approved the relevant resolution, allowing for transfers from combat to support units and vice versa, as well as between combat units based on service requirements.

“This initiative was developed by the Ministry of Defense in collaboration with the Armed Forces of Ukraine and civil organizations. The transfer feature will be available in the app starting November 15. This decision allows each service member to use their experience and skills where they’re most needed,” stated Minister of Defense Rustem Umerov.

To request a transfer, service members must submit an electronic request via Army+, attaching the following documents:

  • Copy of the military ID or officer's identification card

  • Recommendation letter from the desired receiving unit

  • Approval from the current commander (only for specific categories)

  • Military Medical Commission report (if there are medical indications)

For enlisted and non-commissioned ranks, commander approval is no longer required. The Armed Forces of Ukraine Personnel Center reviews each application within 72 hours, with updates provided through Army+. Transfers are permitted no more than once a year and only after six months of service in the current unit.

A system of random checks has been introduced to monitor the process, with re-evaluation required in cases of any irregularities. Deputy Minister for Digitalization Kateryna Chernohorenko emphasized the importance of digitalization for military convenience: “Over 20,000 reports have already been submitted through Army+ and processed through a transparent, user-friendly mechanism. The new transfer feature marks another significant step in digitalizing military processes.”
