Government has established an Interagency Group to enhance the recruitment of foreigners into the Defence Forces of Ukraine

Ukraine is enhancing coordination and cooperation among state authorities to facilitate the recruitment of foreigners and stateless persons for contract-based military service in the Defence Forces. In support of this effort, the Interagency Working Group (IWG) will be updated, comprising representatives from multiple ministries and agencies.
The establishment of the IWG is stipulated in the Cabinet of Ministers’ Resolution “On Amendments to the Cabinet of Ministers’ Resolution No. 707 of 18 June 2024,” a draft developed by the Ministry of Defence and approved by the government at its meeting today.
The Interagency Working Group for the Organization of Conscription of Citizens Liable for Military Service During Mobilization and the Development of Capabilities for Recruiting Foreigners and Stateless Persons for Contract-Based Military Service has been established with 40 members.
The Group is chaired by the Minister of the Cabinet of Ministers of Ukraine, with the Deputy Minister of Defence as its deputy chair.
The Group will include representatives from various ministries, the General Staff of the Armed Forces of Ukraine, the Ground Forces of the Armed Forces of Ukraine, the State Border Guard Service, the State Service for Special Communications, the Migration Service, the National Police, the Main Intelligence Directorate, the Security Service of Ukraine, and other state institutions.
The IWG is expected to undertake additional responsibilities related to the recruitment of foreigners and stateless persons for military service, while promoting coordinated efforts among government agencies.
