Going forward, non-lethal procurement for the State Special Transport Service will be handled by Defence Procurement Agency DOT

Under a resolution adopted recently by the Government, the Defence Procurement Agency DOT will be responsible for supplying the State Special Transport Service of Ukraine (SSTSU) with non-lethal items, including food, clothing and gear, as well as fuel and lubricants.

Under the adopted decision, the State Special Transport Service of Ukraine (SSTSU) will be responsible for defining requirements and volumes for goods and services. At the same time, the Defence Procurement Agency DOT will manage the whole procurement cycle, from pre-contract preparation to final delivery to SSTSU personnel.

Procurement will be financed from the State Special Transport Service of Ukraine's existing budget, which currently amounts to approximately UAH 2.9 billion per year.

“Transferring the State Special Transport Service’s non-lethal procurement to the Agency allows the SSTSU to focus on its core tasks. In turn, we assume responsibility for systematic and transparent supply within their existing budget,” said Arsen Zhumadilov, Director of the Defence Procurement Agency DOT.

Given the specific characteristics of this military formation, it has been determined that, at this stage, the Agency will procure food in sets, while clothing and gear will be sourced with due regard for the functional and operational particularities of the State Special Transport Service of Ukraine. All other procurement processes and procedures remain unchanged. In particular, quality control of supplies for the State Special Transport Service of Ukraine, as well as for Armed Forces of Ukraine units, will be carried out by the Main Directorate for State Quality Assurance.

This approach will enable the State Special Transport Service of Ukraine to focus on fulfilling its core tasks without diverting additional resources to non-core procurement functions. At the same time, the involvement of the Defence Procurement Agency DOT—as a professional procurement agency with established processes and a proven track record—will ensure systematic, transparent, and efficient supply of non-lethal items.
