Full Protection: Overview of the Standardized Combat Clothing & Protection Set

The Ministry of Defence of Ukraine provides every service member of the Armed Forces of Ukraine and the State Special Transport Service with modern, multifunctional gear, clothing, and protective equipment. This provision is carried out in accordance with Norm No. 1, which defines the composition of the Standardized Combat Clothing & Protection Set (approved by Ministry of Defence Order No. 232 of 29 April 2016).

The primary objective is to provide service members with everything they need to perform their tasks effectively in demanding climatic and combat conditions, ensuring full tactical protection, comfort, and reliable gear.

The Standardized Combat Clothing & Protection Set encompasses all categories of issued items — from headgear and field uniforms to cold-weather protection, underwear, footwear, personal protective equipment, and the full set of gear essential for field conditions.

Components of the Standardized Combat Clothing & Protection Set (SCCP)
  • The SCCP Set encompasses six key categories of issued items: headgear, uniforms, underwear, footwear, gear, and personal protective equipment.
Headgear
  • This category includes items designed for all seasons and operational environments, ensuring protection from summer heat to severe winter cold. These range from the boonie hats (panama hats) to warm winter hats and helmet liners.
Uniforms
  • A multilayer clothing system that enables service members to adapt to changing weather conditions. It includes summer and winter suits, insulating layers, wind- and moisture-resistant jackets and trousers, as well as functional shirts and gloves.
Underwear
  • Functional underwear is designed to ensure effective thermoregulation and hygiene in field conditions. This category includes everyday underwear and specialized cold-weather base layers, as well as high-quality trekking socks.
Footwear
  • A complete footwear set for all operational conditions. It ranges from lightweight low-cut boots to durable high-ankle boots for summer and winter, and includes specialized items such as insulated overboots.
Gear
  • These gear items enhance autonomy and operational efficiency in the field. They include tactical gloves, sleeping bags and sleeping pads, individual canteens and mess tins, as well as transport and administrative bags.
Personal Protective Equipment
  • Essential items designed to protect the life and health of service members. This category includes ballistic combat helmets, modular or lightweight body armor, and ballistic eye protection goggles.
