To enhance the provision of modern weapons, including drones and robotic systems, to the Armed Forces of Ukraine, the Ministry of Defence is working on expanding financial support for manufacturers. This will also enable the acceleration of production localization.

This was discussed during a meeting of the Temporary Special Commission of the Verkhovna Rada of Ukraine on Investors’s Rights Protection. The event was attended by Deputy Defence Minister Dmytro Klimenkov and the Director of the Defence Ministry's Procurement Policy Department Glib Kanevskyi.

Officials from the Ministry of Defence discussed with Members of Parliament the effectiveness of developing and implementing preferential financing programs and portfolio guarantees for developing Ukraine's defense industry.

“Expanding financial instruments to support Ukrainian manufacturers of high-tech weapons is paramount for strengthening defense capabilities. This will expedite localization and expand production, particularly of drone deep-strike systems, UAVs, electronic warfare (EW) assets, and robotic systems. Over UAH 90 billion has already been contracted for 2024-2025: 55% for long-range drones, 37% for other UAV types, 6% for electronic warfare (EW) assets, and 2% for robotic systems. This approach will enable even more efficient provision of modern equipment to the Armed Forces of Ukraine,” said Dmytro Klimenkov.

Glib Kanevskyi, in turn, reported on the implementation of high-tech defense procurement.

“The Ministry of Defence's investments in innovative defense solutions, such as drones, robotic systems, and deep-strike drones, are aimed not only at enhancing defense capabilities but also at stimulating the development of Ukrainian technology companies, creating new jobs, and ensuring the stable growth of the defense sector,” emphasized the Director of the Defence Ministry's Procurement Policy Department.

The Temporary Special Commission (TSC) meeting has become an important platform for exchanging views on integrating experience and optimizing legislative mechanisms that will foster the development of this strategically important sector.

The Ministry of Defence expresses gratitude for the invitation to participate in the event and reaffirms the readiness for constructive dialogue aimed at jointly strengthening Ukraine's defense capabilities.
