DOT conducts compliance checks on 1,603 potential suppliers for anti-corruption and sanctions requirements

In 2024, the State Operator for Non-Lethal Acquisition (DOT), the procurement agency of the Ministry of Defence, conducted compliance checks on 1,603 potential suppliers for the Armed Forces of Ukraine to ensure adherence to anti-corruption and sanctions legislation. Of these, two were rejected due to sanctions imposed by the Antimonopoly Committee, and one was disqualified due to outstanding tax debt.

These checks are one of the mechanisms for managing corruption risks and potential abuses outlined in DOT’s Anti-Corruption Program.

“Any risks of misconduct in procurement pose a threat to the quality of supplies for the Armed Forces of Ukraine.  Our task is not only to verify contractors but also to create conditions that prevent unscrupulous companies from participating in state tenders altogether,” said Glib Kanevskyi, Director of the Defence Ministry's Procurement Policy Department.

Additionally, DOT assessed 206 individuals, including employees and job candidates, for integrity compliance over the past year. Five did not pass the assessment and were denied employment at the agency. The main assessment criteria included conflicts of interest, criminal records, and confirmed cases of information leaks.

“The main goal of DOT’s Anti-Corruption Program is to regulate relations with contractors and establish transparent control mechanisms. In addition to standard measures, we have introduced new tools, such as restrictive measures for unscrupulous suppliers and certification under the international ISO 37001:2016 standard. The results of this certification will be available soon,” commented Dmytro Bihunets, Director of Risk Management and Compliance at the DOT.

The 2024 Anti-Corruption Program report will serve as a benchmark for measuring further progress in implementing DOT’s anti-corruption policies.
