Defence Ministry initiates regulation of the medical support system for foreign volunteer fighters

The Cabinet of Ministers of Ukraine has approved a draft law initiated by the Defense Ministry of Ukraine to regulate the medical support system for foreign nationals and stateless persons defending Ukraine. It will guarantee foreign volunteer fighters appropriate social and legal protection and, most importantly, ensure they have access to medical services on equal terms with Ukrainian warriors.
The document, in particular, proposes amendments to Article 70 of the Law of Ukraine “Fundamentals of Health Care Legislation of Ukraine”, which will legally formalize the authority of Military Medical Commissions with respect to foreign nationals and stateless persons.
The adoption of the law will enable Military Medical Commissions to:
- assess the fitness of foreign candidates for contract military service;
- determine whether illnesses, wounds, and injuries sustained while defending Ukraine are related to military service;
- determine the need for and conditions of medical and social rehabilitation, as well as the provision of assistance to such persons.
These changes will establish a clear and unified legal framework for comprehensive medical support for foreign volunteer fighters throughout all stages of their service.
