Countering russian drones: How to complete Starlink verification to operate terminals in Ukraine
Only authorized Starlink terminals will be permitted to operate in Ukraine. This measure is part of broader efforts to counter russian drone activity, while ensuring secure and reliable communications for Ukrainian civilians, businesses, and the military.
The Cabinet of Ministers of Ukraine adopted the relevant resolution introducing the whitelist for Starlink terminals. The initiative will be implemented by the Ministry of Defence in coordination with SpaceX.
Why implementing a Starlink whitelist matters
The implementation of the whitelist responds to the unlawful use of commercially available technology by russians, including the installation of Starlink terminals on drones. Such enemy drones are difficult to intercept, fly at low altitude, are resistant to electronic warfare, and are controlled by operators in real time, even over long distances.
The whitelist helps maintain stable connectivity for Ukrainians while reinforcing security and depriving the enemy of technological advantages. This measure is required to safeguard the lives of Ukrainians and energy infrastructure facilities. For reasons of heightened caution, authorized terminals will be permitted to operate only in stationary mode and at low speeds during movement.
It should be emphasized that Ukrainian users will continue to have secure and reliable access to Starlink connectivity.
This requires only a simple, user-friendly Starlink verification process. Starlink terminal authorization enhances security for Ukrainians and counters russia’s hostile plans.
The Ministry of Defence explains what is required for Starlink terminal authorization so that the service can continue operating in Ukraine.
How to register a Starlink terminal
First, gather the details of your Starlink terminal:
- KIT number (on the box label, if available);
- UTID (available in the account or app settings and/or as the Dish ID);
- User account number on the Starlink portal (if available).
For military personnel
Starlink terminal owners should register the details in the Army+ app (the functionality will become available later).
Communications officers or authorized personnel should enter the details in DELTA.
For businesses and public servants
Submit an application via the Diia portal (starting 3 February 2026).
Upon verification confirmation, Starlink may be used without restrictions.
For civilians and individual entrepreneurs
Prepare a national ID document and a taxpayer identification number (RNOKPP). Visit an Administrative Service Center (if you have more than one terminal, bring all of them; this is a security requirement to protect connectivity and prevent misuse). Submit an application to the administrator. The application process is free of charge and convenient.
Upon verification confirmation, Starlink may be used without restrictions.
