Catering for cadets at civilian higher education institutions: The MoD’s acquisition agency, DOT, has announced tenders worth over UAH 30 million

The Ministry of Defence of Ukraine continues to provide catering services for cadets at civilian higher education institutions. The State Operator For Non-Lethal Acquisition (DOT), the acquisition agency of the Ministry of Defence of Ukraine, has announced tenders for full-cycle catering services for the second half of 2025. 

“The total value of the first two tenders is approximately UAH 30.9 million. All procedures are transparent and conducted via the Prozorro platform. We welcome reputable suppliers to participate in the bidding,” said Glib Kanievskyi, Director of the Procurement Policy Department at the Ministry of Defence of Ukraine.

As in the first half of the year, the procurement covers institutions not affiliated with the Ministry of Defence but which train specialists for the security and defense sector. Currently, this includes three universities:

  • Yaroslav Mudryi National Law University.
  • State University “Kyiv Aviation Institute.”
  • Taras Shevchenko National University of Kyiv.

The catering services will encompass food preparation, production, delivery, and on-site meal organization. One of the features of this procurement is the requirement to provide services within a specified radius, which bidders should take into account when submitting their proposals.

Tenders for catering services at two educational institutions are currently underway, with the following announced values:

A tender for services at Taras Shevchenko National University of Kyiv will be announced soon, so interested parties are encouraged to monitor updates on the Prozorro platform.
