Boosting production, expanding assistance, enhancing resource management, and advancing digitalization: Denys Shmyhal outlined the MoD’s key tasks

Ukraine’s Minister of Defence Denys Shmyhal presented to President of Ukraine and Supreme Commander-in-Chief of the Armed Forces of Ukraine Volodymyr Zelenskyy the main tasks of the Ministry of Defense through the end of 2025, for 2026, and the medium-term strategy.

“Boosting weapons production, increasing international assistance, improving defense resource management, and advancing digitalization are the Ministry of Defence’s priorities for this year. We are coordinating our efforts to achieve maximum results,” said Denys Shmyhal.

In particular, key tasks for the next six months include:

  • Increasing procurement of Ukrainian-produced weapons to 50%;
  • Audit of agreements with partners, regular financing, timely delivery of military aid, and the development of updated military aid plans for 2026;
  • Implementation of new approaches to national defense planning and transformation of the Defence Forces, in particular through the transition to a corps structure;
  • Drafting of a new contract for service members with enhanced conditions of service;
  • Enhancing the management of defense resources;
  • Facilitating Ukraine’s integration into EU security mechanisms and carrying out joint defense industry projects with partners under the ‘Build with Ukraine’ initiative;
  • Continuing digitalization and developing digital products (Army+, Reserve+), including the Digital Enlistment Office;
  • Launch of Defense City—an ecosystem designed to support critical defense manufacturers—along with a large-scale grant program for military technology startups.

The Defence Minister emphasized that all changes should be as tangible as possible for people.

“We have set ambitious goals and possess the determination to deliver on our priorities for Ukraine’s defenders, and to build a secure, peaceful, and self-sufficient Ukraine,” Denys Shmyhal concluded.
