At the 75th NATO summit in Washington DC, the Strategic Review of Defense Procurement of Ukraine was approved

At the Alliance summit, the strategic review of defense procurement—whose development was overseen by the Ukrainian Ministry of Defense—was officially approved.

Ukraine's defense procurement will be established in accordance with best Euro-Atlantic practices and the recommendations provided in the Strategic Review, as per the agreement reached between Ukraine and NATO.

Director of the Procurement Policy Department of the Ministry of Defense of Ukraine, Hlib Kanevskyi, noted that "the strategic review of defense procurement contains 21 recommendations to improve the efficiency of providing the Armed Forces of Ukraine both during martial law and peacetime."

Key recommendations of the review include ensuring the interoperability of Ukrainian and NATO defense procurement, developing long-term procurement planning, improving procedures for signing direct agreements and organizing competitive procurement, as well as regulating the level of secrecy of defense procurement.

"The main asset of the Strategic Procurement Review is that it has clear deadlines for implementation, and therefore will allow both Ukrainian society and international partners to monitor the success of Ukraine's Euro-Atlantic progress," explained Hlib Kanevskyi.

Among the key components of the development of defense procurement, which comprises an overview, it is worth underlining the leading role of the parliament in issues of civilian democratic control and the lessons learned procedures. The recommendations have a bilateral nature: partners from NATO countries will also study the unique Ukrainian experience of organizing procurement and logistics in the conditions of repelling a full-scale invasion.

The review has been ongoing since March 2024 after an inaugural conference in Luxembourg, where joint expert groups were formed from representatives of the government of Ukraine, the North Atlantic Alliance and the NATO Support and Procurement Agency.

The review was coordinated by the Procurement Policy Department of the Ministry of Defense of Ukraine in cooperation with NATO representatives.
