At OFDeF, Sergiy Boyev stated, “The war in Ukraine has become a war of industries,” as he urged investment in Ukraine’s defense sector

The First Deputy Minister of Defence of Ukraine, Sergiy Boyev, participated in the Operational Force Development Framework Conference (OFDeF) meeting.
Held in Poland, the third Conference meeting convened more than 300 representatives from Ukraine, NATO, the European Union, and allied nations. The inaugural event was held in September 2024, with the second following in February 2025.
OFDeF aims to provide Ukraine’s partners with a critical platform for accessing up-to-date information on progress in supporting the Armed Forces of Ukraine and coordinating international efforts.
The First Deputy Minister of Defence of Ukraine briefed partners on the current state of support for the Ukrainian Defence Forces, including the volume of military aid deliveries, delivery speed, and the implementation of agreements.
He presented Ukrainian defense industry projects that require additional funding and have potential for scaling within the European defense production ecosystem.
“Ukraine has transformed its defense industry. However, winning this war of industries requires consolidated decisions and advancing a joint defense industry,” Sergiy Boyev said to the meeting participants.
The First Deputy Minister emphasized that Ukraine possesses significant experience in drone production and is ready to share it with allies, including by establishing joint ventures. He noted that Ukrainian drones have proven practical experience, are adapted to modern combat, and are significantly more affordable.
Among the critical needs, Sergiy Boyev also highlighted ammunition of various calibers, air and missile defense systems and associated missiles to protect the population, critical infrastructure, and populated areas.
He acknowledged the Capability Coalitions’ efforts in supplying Ukraine with critical weapons and shaping the strategy for the future Defence Forces. Additionally, Sergiy Boyev emphasized the importance of the NATO Security Assistance and Training for Ukraine Mission (NSATU) and the NATO-Ukraine Joint Analysis, Training, and Education Center (JATEC), which play key roles in strengthening frontline capabilities and turning Ukraine’s unique combat experience into tangible outcomes and innovative solutions.
“The future of the democratic world is being decided in Ukraine, and it is our shared duty to act systematically, on a large scale, and without delay. Thank you for your support throughout the past 11 years; however, it is needed now more than ever,” Sergiy Boyev concluded.
