Arsen Zhumadilov has been appointed the Director of the MoD’s Defence Procurement Agency
Arsen Zhumadilov has been appointed the Director of the Ministry of Defence’s Defence Procurement Agency (DPA). The Minister of Defence of Ukraine, Rustem Umerov, signed the order to this effect.
“The newly appointed Director of the DPA has a clear task—to make the procurement of weapons, ammunition, and equipment as efficient, transparent, and fast as possible. This is a key resource for deterring the aggressor. There is no time to waste. The army is waiting for weapons. The results are needed here and now,” emphasized Rustem Umerov, Minister of Defence of Ukraine.
“A strong army begins with effective supply chains. My responsibility as a manager is to ensure the system functions efficiently. The DPA team must ensure that the army receives everything required promptly, transparently, and without compromise. “This is not merely a management challenge; it is a responsibility to a nation fighting for its future. We cannot afford to delay,” said Arsen Zhumadilov, Director of the DPA.
Accordingly, Arsen Zhumadilov has resigned from his position as General Director of another Ministry of Defence’s procurement agency, the State Operator for Non-Lethal Acquisition (DOT). Until a new General Director is elected, Andrii Sozanskyi, the DOT's Executive Director, has been appointed Acting General Director. The Supervisory Board of the DOT endorsed the decision.
Andrii Sozanskyi has been a team member since the DOT was founded. He possesses significant experience in procurement and logistics, a thorough understanding of the system and processes, and aligns with the agency’s values.
