AI startups are eligible for a Ministry of Defence grant — the application window closes in 2 weeks

The Ministry of Defence of Ukraine has launched the K4 Startup Studio program, aimed at supporting the development of military AI startups. The main goal is to develop solutions that provide a technological edge on the battlefield. 

The initiative is being implemented with the support of Germany’s Federal Ministry of Defence and the Better Regulation Delivery Office (BRDO).

Applications are open until 15 August 2025 at k4.mod.gov.ua.

Eligibility

Startups registered in Ukraine, including both individual entrepreneurs and legal entities, are eligible to participate.

Application requirements for teams: Is prior experience in the defense sector required?

Teams are required to present a prototype or functional model of their product at Technology Readiness Level (TRL) 2 to 6. Important note: Artificial intelligence should be the core of the solution, not just a supporting element. Experience in the defense sector is optional but welcomed.

Are service members eligible to apply?

Yes. If selected, participants will receive a $250,000 military voucher. It can be used to acquire services needed to enhance the project. For example, this includes business consultations, access to specialized equipment, and R&D services.

Are participants subject to security checks?

Yes. All teams must pass a security screening before taking part in the program.

What if my idea does not fit into any of the challenges?

Applications are accepted even in such cases. If your AI solution has potential for military use, do not hesitate to apply.

Who decides the winners, and what criteria are applied?

The winners are chosen through a selection procedure conducted by professional military personnel and experts. Preference will be given to solutions that meet the current needs of the front line, are compatible with NATO standards, demonstrate technological innovation, and have the potential for scalability and practical application.

What about teams without a grant?

From among the candidates, up to ten teams will be selected for the program, with four awarded grants after the second month of the intensive development phase. Teams that do not make it to the final four will be able to continue participating, receiving expert mentoring, testing, and feedback from the military. This provides an opportunity to finalize the product, enhance its effectiveness, and prepare for securing further investment or a government contract.

Who will retain the rights to the product after participation?

Startups retain full rights to the product. The program provides grant support without the transfer of any company equity. The state or partners do not claim any rights to intellectual property or corporate ownership.
