Advance planning for next year’s procurement enhances efficiency in supplying the Armed Forces of Ukraine – Dmytro Klimenkov on DOT’s gear and clothing procurement strategy for 2025
The State Operator for Non-Lethal Acquisition (DOT) has announced the procurement of gear and clothing for the Armed Forces of Ukraine in 2025. For the first time, procurement plans have been announced in advance. This was made possible through the collaborative efforts of the State Operator for Non-Lethal Acquisition (DOT), the Ministry of Defence of Ukraine, and the Armed Forces of Ukraine.
The procurement is expected to exceed UAH 2.5 billion.
“Advance procurement planning for 2025 represents a step towards enhancing the efficiency of supplying the Armed Forces of Ukraine. The reform of logistical resources is currently underway at the Ministry of Defence, focusing on introducing new types of gear and equipment tailored to meet the requirements of modern warfare,” said Deputy Minister of Defence of Ukraine Dmytro Klimenkov.
Currently, the DOT has already announced procurement for such items:
• summer tubular scarf
• tactical combat knee and elbow pads
• summer field uniform
• summer field uniform for women
• summer field uniform trousers
• combat shirt
• summer boots
• combat cap
• summer boonie hat (panama hat)
• field sleeping mat, insulating
• sleeping bag
• mattress (sleeping mat)
• pillow
• blanket
Thanks to careful and proactive planning, military supplies will be delivered to troops promptly, ensuring there are no disruptions in the provision of essential equipment. Simultaneously, suppliers are able to prepare for upcoming tenders and strategically plan the use of their production capacities.
In wartime, it is crucial to strategically plan the acquisition of gear and clothing supplies over an extended period. Thanks to the collaborative efforts of all relevant support agencies, this approach was successfully implemented, allowing suppliers to plan their production cycles and manage personnel throughout the year.
This approach will also encourage the inclusion of new suppliers in the procurement process, as manufacturers will be able to plan in advance for the supply of raw materials and components needed for the production of gear and clothing. Furthermore, long-term contracts mitigate the risks associated with delayed deliveries. Accordingly, this ensures guarantees for the military that they will receive full essential equipment from the state”, said Viktoriia Vynohradova, Director of the property programme at the State Operator for Non-Lethal Acquisition (DOT).
The State Operator for Non-Lethal Acquisition recently presented its plans and changes for the 2025 procurement of supplies to the market. In particular, potential suppliers were introduced to changes in contract terms and qualification requirements, as well as to the specifics of simplified procedures and framework agreements in defense procurement.
Additionally, for the convenience of suppliers, the State Operator’s website provides a procurement calendar for all three sectors through the end of 2024. Henceforth, companies will be able to view procurement and delivery schedules in advance. The primary objective is to provide potential suppliers to the Armed Forces of Ukraine with sufficient time to prepare for procurement adequately.
In 2025, the DOT plans to focus on localizing the production of gear and clothing.
