A legislative proposal is on the table to create the Unified State Register of Service Members

A proposal by the law drafters, including the Ukrainian MoD, involves setting up a Unified State Register for Service Members to improve military registration and provision of electronic services.

The draft law provides for the following:

  • Formation of unified database for service members of the Armed Forces of Ukraine and the State Special Transport Service;
  • Implementation of a unique electronic identifier called Military ID. It will enable data exchange between registers without using service members’ personal data;
  • Creation of a legislative framework to facilitate the further development of the Army+ application and the Ukrainian MoD’s information and communication system;
  • Provision of electronic services to military personnel and their families, including benefits, guarantees, and bonus programs.

“The establishment of the Unified Register represents the next step in the digital modernization of our military administrative system. Upon the approval of the draft law, we will gain access to legal instruments for managing and safeguarding data concerning military personnel. This will empower service members to direct their career growth and acquire the necessary education and competencies. As a state, we will be able to provide administrative and social services to them electronically,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.

According to the draft law, the Register will not include data regarding military duty, rank, or specialty. The proposal from the developers is to have sensitive data stored in secure circuits of other information systems and, if needed, depersonalized using Military ID instead of individuals' full names.

The draft law № 12066 “On Amendments to the Law of Ukraine On Military Duty and Military Service” was developed by a working group headed by Oleksandr Fediienko. It included participants from the Ministry of Defence, the General Staff, the Security Service of Ukraine, and the public representatives. The Verkhovna Rada of Ukraine has registered this draft law.
