Department of Finance
Main tasks:
Participating in the formation of the defenсe budget and reporting on the use of allocated funds in the manner established by the Cabinet of Ministers of Ukraine;
Analyzing the execution of the Ministry of Defenсe’s budget and financial support system, preparing proposals for its improvement; ensuring the organization of effective and targeted use of budget funds for expenditure areas under the Department’s jurisdiction, and exercising control within its powers over their use, addressing deficiencies and violations identified by state financial control bodies and law enforcement agencies;
Opening of budget appropriations to lower-level budget spending units; implementation of methodological guidance on the application of national accounting regulations (standards) in the public sector, taking into account the specifics of the activities of the Ministry of Defence, the Armed Forces and State Special Transport Service;
Organizing and maintaining accounting in national and foreign currencies, preparing and submitting financial and budget reports in the manner established by law within the Ministry of Defence;
Registering (re-registering) of military units as business entities and maintaining their register; ensuring the submission for registration of budget obligations assumed by those responsible for the formation and execution of budget programs (subprograms), conducting centralized settlements (including in foreign currencies), and ensuring accurate and complete reflection of transactions in accounting and reporting.
