Department of Welfare

The Social Support Department of the Ministry of Defense of Ukraine implements state policy concerning the legal and social protection of military personnel, reservists, conscripts called up for training, their family members, and civilian employees of the Armed Forces within its areas of responsibility.

Core Responsibilities

The Department ensures the implementation of social, economic, and legal protections through enhanced Ukrainian legislation for:

  • Armed Forces of Ukraine and State Special Transport Service personnel
  • Their family members
  • Armed Forces civilian employees
  • Veterans and discharged service members

1. Financial and Compensation Management:

  • Oversight of military personnel allowances
  • Administration of civilian employee wages
  • Management of veterans' pension systems
  • Processing of death benefits and disability compensation
  • Handling partial disability claims

2. Status Recognition and Benefits:

  • Implementation of state policy regarding "Combat Participant" and "War Participant" status designation
  • Administration of associated benefits and privileges

3. Strategic Development:

  • Development of strategic proposals for legal and social protection frameworks
  • Identification of priority directions in military family support systems

4. Compensation Policy:

  • Refinement of payment procedures for active service members
  • Management of conscript and reservist allowances
  • Optimization of civilian employee compensation structures
  • Oversight of State Special Transport Service payment systems

5. Administrative Operations:

  • Management of the Ministry of Defense Commission proceedings
  • Verification of combat participant status
  • Resolution of service record disputes
  • Validation of qualifying service periods
