Focus on planning: DOT, the MoD’s procurement agency, announces a UAH 22.5 billion food procurement for the Armed Forces of Ukraine

Procurements have been announced for supplies to all regions, except the city of Kyiv and the Kyiv region, where an updated supply model is in place

The State Operator For Non-Lethal Acquisition (DOT), the procurement agency of the Ministry of Defence, has announced the procurement of foodstuff for the Armed Forces of Ukraine for the second half of 2025.

“The expected cost of the foodstuff is 22.5 billion UAH. The Ministry of Defence has ensured the allocation of required financial resources for the early announcement of procurements in the Prozorro system. “This will enable the provision of high-quality food services to the military in the second half of this year,” emphasized Glib Kanevskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine.

Procurements have been announced for supplies to all regions, except the city of Kyiv and the Kyiv region, where an updated supply model is in place.

The new contracts introduce enhanced quality control, including mandatory laboratory testing for butter and hard cheeses, which have received the most complaints from service members. Foodstuff in these categories will not be eligible for supply to the Armed Forces of Ukraine without an official protocol from an accredited laboratory. This will help reduce instances of counterfeit products being supplied to military units.

The new contracts also include additional sanctions for suppliers making unauthorized substitutions of goods without prior coordination of request adjustments with military units.

These changes are the result of a systematic analysis of early 2025 outcomes, during which DOT ensured stable contract execution.

As of now:

  • Over 160 million kg of products have been shipped;
  • Over 103 million liters of drinking water have been delivered;
  • Approximately 20,000 transport trips have been made;
  • Over 30,000 requests from military units have been processed.

“We work daily to ensure that food deliveries to the Armed Forces of Ukraine remain steady and transparent. We consistently incorporate lessons from previous periods, engage in market consultations, and build a transparent procurement procedure system. It is important for us that the military receives high-quality food without disruptions, and that businesses clearly understand the rules,” emphasized Halyna Litosh, Program Director of the Food Project Portfolio Management at DOT.
